To the best of our knowledge this is the first book of its kind ever published that delves into detail about long term care benefits for veterans and how the claims process for various benefits works. Without the help of any established base of community information on this subject -- particularly the claims process -- we had to rely almost entirely on our interpretation of federal rules and regulations available online. Based on our interpretation, we may have made errors in the description of these benefits and in the description of the claims process. We cannot be responsible if any of the information from this book turns out not to be what we described. Our readers must use caution in using this information.We have devoted a good deal of space in this book discussing compensation, pension and death benefits from the Veterans Benefit Administration. We have put particular emphasis on the pension benefit because pension or death pension is very useful in providing extra money where people are covering the long term care costs of home care, residential care or nursing home care. In addition numerous hypothetical case study examples of pension are presented. The award of pension is largely based on subjective decisions of Veterans Service Representatives in the applicant's State Regional Office. As such, we accept no responsibility if actual adjudication of claims is different from what we have presented in theory. For the same reason, we make no representation that the awards used in our examples would be the awards actually allowed by the local regional office. Our estimates are based on pension tables for the year 2007 and the calculation of benefits from those tables as we understand them.We also have offered numerous suggestions about the claims process for pension that we feel might help the process or speed up the decision. As part of this advice, we have included numerous sample documents that might be used for submitting a claim. Some of these documents are actual VA forms, but other documents we have designed ourselves based on forms that have been successfully used by veteran service organizations to submit claims. We make no representation that our forms are any more effective in adjudicating claims than any other forms that could provide the same information. In fact, we encourage anyone submitting an application to use whatever form that person feels would produce the best results. Our forms are only meant as examples and not as being official documents for VA application purposes.As a final note, suggestions and information presented in this book describing the claims process for pension, compensation, veterans health benefits, and HISA grants are not meant to help any one individual in the actual hands-on prosecution, presentation or representation of that person's individual claim. We refuse to offer any advice for the adjudication of a particular individual claim nor will we accept any responsibility for the failure of any such claim to receive a favorable award.
